Attorney General Pam Bondi is cracking down on the gender transition industry with a sweeping new directive aimed at ending what she calls the “mutilation” of children in the name of ideology and profit. In an exclusive memorandum obtained by Breitbart News, Bondi laid out a hard-hitting legal strategy to hold doctors, hospitals, and pharmaceutical companies accountable for procedures and drugs used to alter the bodies of minors.
Bondi’s memo blames the Biden administration for enabling what she describes as medical abuse, citing policies and personnel that helped normalize radical gender ideology under the guise of health care. “The Biden administration bears enormous responsibility for the medical community’s fraud and exploitation of parents and children,” Bondi wrote, singling out figures like Dylan Mulvaney and former HHS Assistant Secretary Rachel Levine as symbols of the last administration’s embrace of transgender activism.
President Trump, by contrast, has “put a stop” to this agenda, Bondi said, referencing the executive order he signed in January titled Protecting Children from Chemical and Surgical Mutilation. That order defined children as anyone under 19 and blocked all federal funding for medical transition procedures in minors.
Now, Bondi says it’s time to enforce that policy with action—and consequences.
“The Department of Justice will not sit idly by while doctors, motivated by ideology, profits, or both, exploit and mutilate our children,” she declared. “Under my watch, the Department will act decisively to protect our children and hold accountable those who mutilate them under the guise of care.”
The memo details several enforcement mechanisms that the DOJ will now deploy. First, Bondi announced that the department will use existing federal law banning female genital mutilation (FGM) to prosecute medical practitioners who perform gender-related surgeries on minors. That statute carries a 10-year prison sentence per violation.
Second, Bondi is targeting Big Pharma, directing the DOJ’s Civil Division to investigate drug companies and clinics that misrepresent puberty blockers or cross-sex hormones—either through false marketing or off-label use not approved by the FDA. She pointed to the False Claims Act and the Food, Drug and Cosmetic Act as key legal tools in the coming crackdown.
“The Department of Justice will investigate and hold accountable medical providers and pharmaceutical companies that mislead the public about the long-term side effects of chemical and surgical mutilations,” Bondi said.
In addition, she revealed plans to push for new federal legislation that would give parents and children the right to sue medical providers for damages. The proposed law would establish a long statute of limitations and allow retroactive lawsuits—meaning anyone involved in administering these procedures could be held legally and financially responsible for years to come.
Bondi emphasized that no provider should feel safe continuing these practices: “I am putting medical practitioners, hospitals, and clinics on notice.”
The announcement comes after the Trump administration reportedly instructed NIH scientists to begin studying the long-term effects of gender transition procedures in minors—research that many in the medical establishment had either avoided or dismissed under prior administrations.
In tandem with the memo, Bondi reiterated the Trump White House’s position that “the United States will not fund, sponsor, promote, assist, or support the so-called ‘transition’ of a child from one sex to another.” That stance, she said, will now be backed by full-scale federal enforcement.
With this new directive, Bondi is drawing a bright red line around the nation’s children—and sending a clear message to those profiting from the gender industry: the era of unchecked experimentation is over.
